Not all of them, but yeah, some settlers can turn out to be synths. Had one in my game and it ended up causing quite the stir in my settlement. It's one of those twists that keep you on your toes.

Yep, in Fallout 4, some of your settlers might actually be sneaky synths in disguise! The game randomly generates these situations, adding a bit of a trust issue vibe to your settlements. Keep an eye out for any unusual behavior or if they're too eager to discuss the Institute.
