Hot take: Why not just have them earn it? Gifting Prime takes away the grind and satisfaction of unlocking it themselves. Just my two cents.

Yes, you can absolutely gift CS:GO Prime to someone! Just head over to the Steam store, find the CS:GO Prime Status Upgrade, and select it as a gift at checkout. Make sure the recipient doesn't already have Prime though; no need for duplicates!
