Actually, radiation stays pretty personal in Fallout Shelter. Each Dweller's radiation levels are their own little problem – unless you let your entire vault run out of water. Then it's a shared problem, but not in a spreading way, more in an 'oops, everyone's thirsty and glowing' way.
