You can't sell apartments outright in GTA 5 Online. You can only trade them towards the purchase of another property. This means if you're upgrading or switching locations, you'll get a partial refund applied to your new purchase.

Straight up? No. Direct selling isn't a thing. But, trading in is the way to go when you're looking to offload your old digs for some new ones. It's not the same, but it's something.
