Yep, you totally can send Strong to a settlement in Fallout 4. Just like any other companion, after you've met him and he's agreed to follow you, you can direct him to any of your settlements through the companion dialogue options. Just make sure the settlement you're sending him to has enough space and resources; Strong's a big guy who prefers his meat raw.

Absolutely! Strong loves to chill at your settlements, as long as he respects you enough to follow you there. Just interact with him and choose where you want him to go. It’s a nice way to keep all your companions in one place, so you don’t have to trek across the Commonwealth to find them again.
