Nope, you can't make everyone in Fallout 4 naked if that's what you're aiming for. The game has rules, ya know? So, while you can remove NPC's apparel to a degree, everyone's modesty remains intact courtesy of permanently equipped undies.

Yep, you absolutely can strip down characters in Fallout 4, but it's limited to the ones you can interact with closely like your companions or certain NPCs. Just trade with them and remove their apparel from the inventory. But remember, they'll always have underwear on. The game keeps it PG-13 in that respect.

In my experience, taking clothes off NPCs in Fallout 4 is kinda like playing dress-up, but in reverse. You can definitely remove their gear, which is handy for outfitting your companions how you like. Just don't expect a nudist colony, as the game draws the line at underwear.
