Honestly, any toaster with a screen can run CS:GO. OK, maybe not any toaster, but seriously, it's not demanding. My ancient desktop handles it fine.

You do NOT need a beast of a PC to run CS:GO. It's well-optimized for lower-end systems. I've played it on a laptop from 2013 with no issues. Frame rates are decent as long as you're not pushing for ultra settings on a potato.

Depends on what you mean by 'good.' To just play? No, not really. To be competitive and not blame lag for your deaths? Yeah, maybe invest in something decent.
