Just turn on Steam's in-game FPS counter. Steam > Settings > In-Game > In-Game FPS counter. You can choose which corner of the screen it appears in. No need to mess with the console.

Net_graph 1 is your friend! Type it in the console (make sure you've enabled the console from the settings). It not only shows FPS but also your ping and packet loss. Super useful for keeping an eye on your game performance.

Easiest way to see your FPS in CS:GO is by opening the console (you'll need to enable it in game settings first, just go to Game Settings > Enable Developer Console) and then type 'cl_showfps 1' without the quotes. This will display your FPS in the corner of your screen. If you ever want to hide it, just type 'cl_showfps 0'.
