Actually, sometimes the overlay doesn't pop up 'cause of background apps. Close anything you don't need and try the Home key again. Worked for me when Discord was messing it up.

To access the Rockstar Social Club in GTA 5 on your PC, hit the Home key on your keyboard while in-game. This will bring up the Social Club overlay where you can login or view your current stats and achievements. Make sure you're connected to the internet!
