Sorry to break it to you, but you can't add friends directly in CS:GO without going through Steam. The game is built around the Steam platform, so all friend requests and management are done there. You'll need to use Steam to search for your friend's profile and send a friend request.

Actually, you don't need to add someone as a Steam friend to play CS:GO with them. Just join the same server and you can play together. But for a friends list and all that? Steam is the way.
