Binding a command in CS:GO is super easy! Just open the console (you might need to enable it in the game settings first) and type 'bind [key] [command]'. For example, if you wanna bind the 'Z' key to say 'Hello team', you'd type 'bind z "say Hello team"'. Remember, if your command has spaces, you gotta put it in quotes!
