Easy peasy! Just open the console in CS:GO (you might need to enable it in the game settings first) and type: bind "key" "say YourMessageHere". Replace "key" with whatever key you want to use and "YourMessageHere" with whatever smack talk or team encouragement you wanna spread like butter.

I bound my 'F' key to say 'Good luck, have fun!' at the start of every match. Made a lot of friends that way. Just type: bind "f" "say Good luck, have fun!" in the console.
