Binding a key to a command in CS:GO is actually super easy! Just open the console (you might need to enable it from the game settings first) and type 'bind X "command"', where X is the key you wanna bind, and command is... well, the command. For example, 'bind v "say_team Rush B!"' makes you shout strategic masterpieces with the press of a button.
