Binding numpad keys in CS:GO is pretty straightforward. Open the console in-game (you might need to enable it in the game settings first) and type something like 'bind kp_ins "say team Rush B, don't stop!"' without the quotes. 'kp_ins' is the numpad 0 key. You can replace 'kp_ins' with any numpad key you want to bind and the command inside the quotes with whatever action or phrase you need.
