Nope, Rayquaza ain't in Pokemon Scarlet or Violet. Maybe trade with someone who has it from another game if they do any crossover events.

Actually, caught Rayquaza myself but in a previous game, then transferred it to Pokemon Scarlet using Pokemon Home. It's not directly available in the Paldea region, so this transfer method or waiting for a special event is your best bet.
