Just to add, if you really want to change the look of everything including the cursor outside of matches, consider custom desktop cursors themed around CS:GO. Technically, not changing it in-game, but it adds to the vibe!

Nah, you can't change the actual mouse cursor in CS:GO. Only the crosshair. And that's honestly all you need.
