Make sure you got the right mic selected in Windows settings too, or CS:GO won't pick it up no matter what you do in game. Speaking from frustrating experience here!

Honestly, just hit `Shift+Tab` to bring up the Steam Overlay while in-game, then head to 'Settings' > 'Voice' to pick your mic. Quicker and you don't have to exit game.
