Easy peasy! You can change your CS:GO resolution without opening the game by editing the config.cfg file. This file is usually located in the 'csgo/cfg' folder within the game's installation directory. Open it with a text editor, and look for the lines that start with 'mat_setvideomode'. You'll see two numbers - the first one is the width, and the second is the height of your desired resolution. Just change them to whatever resolution you want, save the file, and voila! Next time you launch the game, it'll open in your new resolution.

IDK why you'd wanna change it outside the game. Just do it in-game settings, way easier.

Just use launch options, dude. Right-click CS:GO in your Steam library > Properties > Set Launch Options. Add -w (width) and -h (height) followed by the resolution values. For example, -w 1920 -h 1080 for full HD. Hit OK, and you're all set.
