Just delete the folder, honestly. Go to the Steam folder, find 'steamapps', then 'common', look for 'Counter-Strike Global Offensive' and delete the 'csgo' folder. Steam will redownload what's missing when you launch the game. Quick and dirty but gets it done.

Nah, don't bother clearing your cache. CS:GO runs fine without touching anything. People just like messing with files for no reason.
