To open the buy menu in CS:GO, just press the 'B' key on your keyboard during the buy period at the start of a round. Make sure you're in a game and not just in the menu screen. Also, you can't buy anything if you're over the time limit for buying or if you're not in the buy zone for your spawn area.

You gotta hit 'B', dude. If it doesn't pop up, you're either out of time, out of zone, or not in a match.

Check your game settings too. Sometimes key bindings get messed up. Go to 'Keyboard/Mouse' settings in the game menu and make sure the 'Buy Menu' action is set to 'B'. If not, set it back or to whatever key you prefer.
