Just hit '~' to open the console... after you've turned it on in the game settings, of course. If it doesn't open, you probably skipped the part where you need to enable it in 'Game Settings'.

Tbh I don't get why some players never touch the console. It's like ignoring a superpower that CS:GO gives you for advanced control over the game! Go to settings and turn that thing on now!
