In my experience, CS:GO is pretty weird with mics. For me, it turned out my mic was set to the wrong device in Windows settings. Make sure CS:GO (and Steam) is actually picking up the right mic. Go to your sound settings in Windows, set your desired mic as the 'Default Device,' and then double-check in Steam and CS:GO that they're using the default or select your specific mic manually.
