Actually, I found my Tax Collector by accident while mining in the Underworld. Had no idea what I was doing, just threw some Purification Powder on a weird ghostly figure cause why not? Suddenly, I had this grumpy dude in my base, demanding rent!

To find the Tax Collector in Terraria, you gotta head to the Underworld (also known as Hell) and look for a Tortured Soul. Once you find one, use a Purification Powder on it, which you can buy from the Dryad. Voila, the Tortured Soul transforms into the Tax Collector, ready to collect coins for you!
