Make sure to cap your FPS! An uncapped FPS can cause your game to stutter due to fluctuating frame rates. You can do this by typing 'fps_max 60' (or whatever frame rate you're aiming for) in the console.

Honestly, just turn down your settings. I had the same issue and once I lowered my graphics and shadow quality, the stuttering pretty much vanished. CS:GO isn't about the flashy graphics anyway, it's all about that sweet, sweet gameplay.
