Try updating your graphics drivers too. Outdated drivers can cause all sorts of chaos, not just spinning cameras!

Honestly, just play with the keyboard. Never had the spinning camera issue when I stick to good ol' WASD.

Just unplug any controllers or peripherals you're not using. GTA San Andreas sometimes gets confused if there's more than one input device connected. Worked for me!
