Wait, why would you wanna fly in CS:GO? Just play the game as it's meant to be played. Running around and shooting like everyone else, smh.

To fly around in CS:GO, you gotta be the server admin or be playing in a private game with cheats enabled. First thing’s first, enable the developer console in the game settings. Then, hit the tilde key (~) to open it up and type 'sv_cheats 1' to enable cheats. After that, type 'noclip' into the console, and voila, you're free to fly around the map!
