Tilling at the beach is overrated for clay. Just upgrade your hoe and till anywhere on your farm. You need lots of land for that though.

One of the quickest ways to get clay in Stardew Valley is by tilling the soil. Use your hoe on the beach, as it seems to have a higher chance of dropping clay. Also, dig up the worms/dirt spots you see around, they often drop clay. Don't forget to check the mines, especially the floors with lots of dirt you can hoe through.
