To run CS:GO at 144Hz, make sure you have a monitor that supports 144Hz. Then, go into your display settings in Windows and set the refresh rate to 144Hz. In CS:GO, under video settings, set the 'Vertical Sync' to 'Disabled' to prevent any cap on your FPS. Also, make sure your GPU can handle 144 FPS or above in-game for a smooth experience. Lastly, add '-refresh 144' to your CS:GO launch options.

Just plug your PC into a 144Hz monitor lol. Make sure your HDMI/DisplayPort cable supports 144Hz too.

If ur PC and monitor are from this century, just tweak the settings. 144Hz is ez mode once you set the refresh rate in Windows and disable V-Sync in CS:GO.
