The CS:GO 5-year Veteran Coin is a token of your long-term dedication, and snagging one is pretty straightforward but requires patience. You need to have owned a version of Counter-Strike (CS:GO or any previous version) for at least five years and have played the game at least once. That's it! Valve does the rest by automatically dropping the coin into your inventory, so if you're an old-timer with the game laying around in your Steam library, chances are you might already have this badge waiting for you!

I got mine outta nowhere, was just logging in after a break, and boom, Veteran Coin. Make sure your account's in good standing though; heard some folks having issues if they had bans or something.
