To get CS:GO full screen in Streamlabs, first make sure CS:GO is set to full screen mode in its own settings. Then in Streamlabs, add CS:GO as a Game Capture source and choose 'Capture specific window' in the properties. Make sure you select the CS:GO window. Should be good to go!

Just hit Alt+Enter when you're in CS:GO, and it should go full screen. Works like a charm!

You might be overthinking it. Make sure CS:GO is in full screen mode and then simply select it in Streamlabs as your Game Capture source. If it doesn't automatically go full screen, double-check the source settings and make sure 'capture specific window' is selected, and it should work.

Honestly, I just play in windowed mode and then stretch it out in Streamlabs to fit the screen. Sure, it's not perfect, but it gets the job done without messing with settings.
