Might sound obvious, but make sure your drivers are up to date. Outdated graphics drivers especially can cause all sorts of performance issues.

Upgrade your rig, bro. CS:GO isn't super demanding, but if you're running it on a potato, you're gonna have a bad time. More RAM, better GPU, and consider an SSD if you haven't got one already.

Honestly? Get better internet. If you're lagging and your PC specs are decent, it's probably your net. Fiber optic if you can, makes a world of difference.
