I tried all the complex methods, but what really did the trick was simply setting my second monitor as the main display in Windows. CS:GO now launches there by default, no fuss!

Nah, just right-click on your desktop, go to Display Settings, and set your 2nd monitor as the main display. That's it. CS:GO will think it's your only monitor and stay there.
