Another way without using Steam's overlay is to activate the developer console in CS:GO. First, enable it in the game settings. Once you've done that, press the `~` key to bring it up during a game and type 'cl_showfps 1'. Your FPS will now display in the corner of your screen. If you ever want to hide it, just type 'cl_showfps 0'.

cl_showfps 1 is all you need. Anything else is overkill unless you're troubleshooting or really into your system's performance metrics.

Honestly, just download a third-party software. Many out there give you way more details than just FPS. You can see temps, usage percentages, and more. But be careful, pick a reputable one to avoid any nasty surprises.
