There's no M16 in CS:GO, but if you're looking for a similar style rifle, you're probably thinking of the M4A4 or the M4A1-S. These are both available for the Counter-Terrorists. You can buy the M4A4 directly from the buy menu during a match with in-game currency. Remember, you can't buy it if you're on the Terrorist side, so make sure you're playing as Counter-Terrorists. Also, you can't carry both the M4A1-S and M4A4 at the same time in a match; you have to choose one in your inventory before the match starts.

Oof, looks like you've got your games mixed up! CS:GO doesn't have an M16 – that's more of a Call of Duty thing. For CS:GO, you want either the M4A4 or the M4A1-S if you're into rifles. Pick them in your loadout and buy them during the game with the money you earn by playing rounds. Easy peasy.
