Honestly, just buy a new PC. If you're struggling for frames, it's time for an upgrade.

Super simple stuff actually: first, drop your graphics settings. Lower shadows, textures, everything that can go low, send it! Disable V-Sync in the game settings too. Another thing, make sure your PC isn't running unnecessary background apps. Steam overlay can also munch on your FPS, so consider turning that off. And don't forget to update your graphics drivers; sometimes that's the magic touch your rig needs.

I switched to a wired connection instead of WiFi, and it felt smoother. Not sure if placebo or not, but worth a shot!
