Getting Prime in CS:GO after the new update is just like before. You have two ways: either buy it directly from the Steam store or level up your account to level 21 by playing. Once you reach level 21, you'll get Prime automatically. Remember, Prime status links to your phone number too, so you can't just switch accounts willy-nilly and expect to keep it!
