Resolution settings in-game. Make sure it matches your monitor's native resolution. That should fix it right up!

Easy peasy! Just go into your graphic card's control panel. For NVIDIA, it's 'Adjust desktop size and position' > 'No scaling'. Make sure to set the scaling to be performed on 'GPU'. Apply, and voila, no more black bars in CS:GO!
