No can do, mate. Some of those 'graffitis' are actually part of the map design. So, if it looks fancy and doesn't give you the option to clean it up, it's there to stay.

Getting rid of graffiti in CS:GO is super easy! Just hit your 'use' key (default is 'E') when you're standing near a graffiti you wanna remove. Sometimes, it might take a sec to find the sweet spot where it lets you wipe it away, but it works. Keep in mind, this only works for those graffitis that are removable, some are permanent parts of the map!

Just spray over it with your own graffiti, lol. If you can't beat 'em, join 'em!
