Honestly, just trade for it. Sceptile's a pain to get otherwise. Find a friend or hit up online communities. Much faster than waiting on those outbreaks.

To catch Sceptile in Pokemon Scarlet, you'll first need to make sure you've got yourself a Ditto. Then, head on over to the Outbreak feature in the game, where Pokemon from various regions show up in droves. Keep an eye out for Treecko, which can sometimes appear in these outbreaks. Catch one, and then you can evolve Treecko into Grovyle at level 16, and finally into Sceptile at level 36. Patience and persistence are your best friends here!
