Easy peasy! Just hit the tilde key (`~`) on your keyboard while you're in-game. BUT, first, make sure you've enabled the console from the game settings. Go to 'Options', then 'Game Settings', and look for 'Enable Developer Console'. Set that to 'Yes', and voilà, you're ready to summon the console with the magical tilde key!
