Just hit the tilde key (~). If nothing happens, you forgot to enable it in the game settings. Do that first!

Head over to the game settings, look for the 'Game Setting' menu, and find the 'Enable Developer Console (~)'. Set that bad boy to 'Yes'. Now that it's enabled, all you gotta do is press the tilde key (~) - that's the one just under the escape key on your keyboard, and voila!
