Head over to the game settings, look for the 'Game Setting' menu, and find the 'Enable Developer Console (~)'. Set that bad boy to 'Yes'. Now that it's enabled, all you gotta do is press the tilde key (~) - that's the one just under the escape key on your keyboard, and voila!
