You can't. The ballistic shield isn't something you can just give to someone in CS:GO. It's game-specific equipment, available in certain modes and must be purchased individually at the start of a round if the mode supports it.

Ballistic shield? Just hop into a Hostage map, make sure you're in the buy zone at the start of the round, and grab it from the equipment menu. Easy peasy. Worked like a charm last time I tried.
