First things first, you gotta enable the developer console from the game settings. Once that's done, hit the `~` key to open it up. Type in `sv_cheats 1` to enable cheat commands. Then, to get yourself a weapon, just type `give weapon_[weapon name]`. For example, for an AK-47, you'd type `give weapon_ak47`. Remember, this only works in a private server or offline game where you have admin rights!
