Just hit level 30, and the game will pretty much guide you there with the quest 'All Aboard'. The radio station pops up, tune in, and off you go. No fuss, no muss.

To get to Nuka-World in Fallout 4, you first gotta make sure you've got the Nuka-World DLC installed. Once you've got that sorted, all you need to do is reach level 30, and you'll automatically receive a new quest called 'All Aboard' which starts by listening to the Nuka-Cola Family radio station. Follow the quest markers, and they'll lead you straight to the Nuka-World transit center, where your adventure begins!

Honestly, I just stumbled into Nuka-World while wandering around. Reached level 30, some radio broadcast starts playing, and next thing I know, I'm on a train to the most messed up amusement park ever. 10/10 would recommend.
