You can't have infinite rounds in normal matchmaking, it's only possible in a private server or a practice game. If you're hosting a game, make sure to enable cheats with 'sv_cheats 1' in the console before you try toggling the round win conditions. That way, you can mess around with settings without worrying about the game ending.
