To load a CFG in CS:GO, first, you gotta place your custom config file (usually named something like 'autoexec.cfg') into your CS:GO cfg folder. This folder is typically found in 'Steam\steamapps\common\Counter-Strike Global Offensive\csgo\cfg'. Once you've got your file in the right place, fire up CS:GO, and in the console (which you can bring up by pressing `~`), type 'exec autoexec.cfg' and hit enter. Voila! Your settings should now load automatically.

Just drag and drop your .cfg file into the CS:GO cfg folder, then type 'exec filename.cfg' in the console. Make sure to replace 'filename' with the actual name of your config file. Easy peasy!
