Everybody's saying 'buy it from the Merchant,' but let's not forget the importance of actually having the Merchant around. To get him to show up, you need to hoard 50 silver coins. Then, keep those coins stashed or spend just 25 of them to grab your Bug Net. Happy hunting!

Super simple! To make a Bug Net (aka Bug Catcher) in Terraria, you can't actually 'make' it in the traditional crafting sense. You have to buy it from the Merchant for 25 silver coins. Make sure you've got a Merchant NPC by having at least 50 silver coins in your inventory, and voilà, you're ready to start catching those critters!
