You do this by repairing the boat that’s found on your shore, which becomes available when your Town Hall reaches level 4. Once repaired, this boat takes you to the Builder Base, which is where the Master Builder resides.
Once you’re in the Builder Base, your goal is to upgrade your Builder Hall to level 5. This unlocks the Master Builder, who then becomes an integral part of your gameplay, offering unique buildings and upgrades not available in your primary village.
Bringing the Master Builder Back to Your Home Village
But what if you want the Master Builder in your main village? That’s possible too! Once your Builder Hall reaches level 9, you can upgrade the O.T.T.O Hut. Completing this upgrade frees up the Master Builder, allowing him to travel between the Builder Base and your main village, bringing his unique skills and buildings with you.
