Just lower all your settings lol. Seriously, dropping shadows, effects, and basically everything to low or off makes a huge difference. Also, play around with your launch options like '-novid' and '-tickrate 128' for a smoother experience.

Honestly, upgrading your hardware might be the only way if you've already tried everything else. A new GPU or even faster RAM can make a world of difference in CS:GO.
