Just set your second monitor as the primary display in your system settings! Right-click on your desktop, go to 'Display Settings', select your second monitor, and check the 'Make this my main display' box. Launch CS:GO, and it should open on your now-primary monitor.

One quick way I've used, if you're running Windows, is to shift the game window to your second monitor by launching CS:GO, then press 'Alt + Tab' to minimize it. Right-click on the game icon in the taskbar, select 'Move', and then use the arrow keys to shift the window to your second monitor. Maximize it once it's over there, and you should be good to game!

I played CS:GO on my dual-monitor setup and found the best way is to change the game's video settings. In CS:GO, go to 'Settings', then 'Video Settings', and change the display mode to 'Windowed' or 'Windowed Fullscreen'. This way, you can easily move the game window to any monitor you want.
